ODOT is reconstructing sections of Interstate 90 through Cuyahoga County. Every similar reconstruction project in comparable metro areas — aside from Columbus — has included bus rapid transit or light rail in the median. However, Cleveland is rebuilding solely for cars.

- Denver: US-36 reconstruction included a managed lane shared by BRT and carpools
- Minneapolis: I-35W reconstruction added MnPASS express lanes used by transit
- Houston: I-10 Katy Freeway expansion dedicated lanes to park-and-ride buses
- Near Dulles Airport in Virginia: the Silver Line now runs from the airport to the main DC terminals
The Cost of Inaction
Once concrete is poured, the corridor is locked for 40 years. The window to add transit infrastructure at reasonable cost closes the moment construction ends.
